Abstract: An analysis of issues in domestic telecommunications with recommendations for national policy. The report focuses on seven major areas: (1) development of technology; (2) structural and other constraints on the telecommunications industry; (3) prospects for long-term viability of interexchange competition; (4) Federal/state jurisdiction.al questions; (5) depreciation and capital recovery; ( 6) issues facing rural America; and (7) trade implications of domestic U.S. telecommunications policy decisions.
