Abstract:

This paper by Professor George A. Codding, a recognized authority on the International Telecommunication

Union, was originally given as an invited talk at the 4th Telecommunications for Government Conference held in Boulder, Colorado, November 11–13, 1975. Due to the many requests for copies of the paper, the Office of Telecommunications is reproducing the talk as an OT Special Publication. [The Director of ITS deems the paper] particularly timely in view of [Professor Codding’s] positions on questions of national interest regarding the ITU which [the ITS director believes] has considerable relevance to [ITS’s] preparatory work for the 1979 World General Administrative Conference. It needs to be stressed that the opinions and statements contained in this paper are those of Professor Codding, and do not necessarily represent the opinions and policies of the Office of Telecommunications.

The purpose of the paper is to explore the nature of the problem and to suggest some measures which might help to restore the U.S. effectiveness in the International Telecommunication Union (ITU), the oldest of the world’s international organizations.
