Needs for the Radio Spectrum and for Radio Spectrum Research

John P. Murray

Abstract: This report is an initial attempt to identify and emphasize needs for radio spectrum and for related spectrum research to serve as the basis for planning for Efficient Use of the Spectrum Program at OT/ITS. However, any need or requirement for spectrum does not relate only to OT/ITS goals, but should be of concern to many individuals and organizations.

Efficient spectrum usage is explored through consideration of fundamental issues, growth trends, sharing concepts, and market considerations.

The report provides seven conclusions and five recommendations. Appendices comprise the bulk of the report.

Keywords: spectral efficiency; spectrum sharing; spectrum usage; spectrum crowding
